In 1373 Pulham, being a Portsman, claimed exemption from taxation for land he held at Udimore. His place in the Parliament assembled in February 1388 appears to have been taken for at least some of the time by the then mayor of Winchelsea, Robert Harry I, who was paid for attending the second session, meeting after Easter, for ten days in the company of William Skele I. As master of the James, Pulham is frequently recorded importing wine at Winchelsea in the 1390s.
