Of an ancient Staffordshire family, Swinfen was the grandson of John Swinfen, M.P. Stafford 1645-8 and 1660, Tamworth 1659, 1661-79, 1681, and Bere Alston 1690-4, who played an active part on the parliamentary side in the civil war and was one of the Members chosen to draw up the exclusion bill in 1679. A Whig, he was returned on petition for Tamworth in 1723, which he had represented in the previous reign, dying before the next general election, 22 July 1726.
