Both in the navy and in Parliament Hood was overshadowed by his brother. He was elected for Bridgwater after a contest, and like his brother was a supporter of Pitt. His first recorded speech was on 23 June 1784; and three or four others followed during his first Parliament (the exact number cannot be given because of confusion with his brother in the printed Debates), all on matters of naval interest and none of much consequence.

He died 3 May 1814.
