In 1768 Richard Sullivan, through the influence of his kinsman Laurence Sulivan, went out to India as a writer; in 1781 was appointed minister at Arcot but never went; and in 1782 returned to England. He was recommended by Pitt to Sir Edward Dering for the seat at New Romney; voted against the impeachment of Sir Elijah Impey, 9 May 1788; and supported Pitt over the Regency. Before 1790 there is no record of his having spoken in the House.
He died 17 July 1806.
