Evans, who served in the West Indies in the 1790s and was subsequently commander of the Cork sea fencibles, was a protégé of Admiral Sir Peter Parker, like whose grandson of the same name he was returned for Wexford by Richard Nevill, then aged and infirm, in 1819. The Castle described him as Nevill’s nephew; Nevill more appropriately described Evans’s brother Nathaniel as his relation.
