Baldwyn was the fourth of successive generations of his family to represent Ludlow, near which they owned considerable property and of which his father was recorder. Classed in 1713 as a Tory who often voted with the Whigs, he was defeated in 1715, but returned again in 1722. His name was sent to the Pretender in 1721 as a probable supporter in the event of a rising.
