Soon after succeeding to £3,000 a year, Banks was returned on the government interest for Peterborough, with which he appears to have had no previous connexion. When a few months later the office of custos rotulorum of the city fell vacant on the death of the 2nd Earl Fitzwilliam, Banks applied to be appointed to it, in trust for the new Earl, then a minor.
