Floyer, son of Sir John Floyer the physician, was descended from Ralph Floyer of the Middle Temple, who acquired Hints Hall in 1601. Returned as a Tory for Tamworth in 1741, he voted against the Government on the chairman of the elections committee, but was soon afterwards unseated on petition, never standing again. He appears in a list of leading Jacobite sympathizers prepared for the French foreign office in 1743.
