Fowler, whose family had been seated at Harnage since the 16th century, was returned as a Whig for Radnorshire, wresting the seat from the Harleys. In Parliament he voted regularly with the Government and was put down in 1719 as ‘Coningsby’. Defeated in 1722 by another Whig, Sir Humphrey Howorth, he did not stand again. He died in 1731.
