Minshull belonged to a branch of one of the most ancient Cheshire families. Defeated at Bramber in 1715 by a Tory but returned on petition by the Whig majority of the House of Commons, he voted with the Government in all recorded divisions. His only reported speech was a ‘very slender’ defence of John Aislabie, 8 Mar. 1721.
