Rice belonged to one of the leading Whig families of Carmarthenshire, which his father represented 1701-10. In Sunderland’s plan for the 1722 Parliament, drawn up c.May 1721, he was listed to replace Sir Thomas Stepney for Carmarthenshire. He was returned, with the support of the Duke of BoltonSee CARMARTHENSHIRE. (Charles Powlett, Marquess of Winchester), but was unseated on petition. He died v.p. 3 Apr. 1727.
