A Hull merchant, Willan was appointed to the following Commons committees: salted fish (5 Mar. 1593); cloth (15, 23 Mar. 1593, 18 Nov. 1597); weirs (28 Mar. 1593); maimed soldiers (2 Apr. 1593); spinners and weavers (3 Apr. 1593); maltsters (9, 18 Nov. 1597, 12 Jan. 1598); navigation (12 Nov. 1597) and the poor law (22 Nov. 1597). Otherwise there is little to say about him. His corporation sent him to negotiate with York in 1579, he was to search for concealed lands in Hull in 1584, and in 1596 he signed a letter inviting Cecil to become high steward of Hull. Willan was buried there to Feb. 1599.
