Phipps saw active service in America and the West Indies during the war of American independence. In 1784 he was returned as an Administration candidate on the Buller interest at Totnes. In Parliament he constantly supported Pitt. He spoke on a variety of subjects, but military affairs were his favourite theme, and he was always a ready advocate for the army.

He died 7 Apr. 1831.
