Gore was the eldest son of an eminent London merchant, who bought the manor of Tring in 1705. A Tory and a member of the October Club, he sat in Anne’s last two Parliaments but did not stand in 1715. In 1718 he bought the manor of Cricklade, carrying with it the appointment of the returning officer.
