Moreton’s father acquired by marriage the estates of the Ducies, descended from Sir Robert Ducie, 1st Bt., lord mayor of London, who purchased Tortworth and other Gloucestershire property early in the seventeenth century. Returned for Gloucestershire as a Whig, Moreton voted from 1715 consistently with the Government, speaking for the peerage bill in 1719. On the reunion of the Whig party in 1720 he was raised to the peerage in compensation for the loss of his place, which was required for Sir William St. Quintin.
