Owen, whose family controlled Pembroke Boroughs, had a strong interest in the county, of which he was made lord lieutenant in 1715. Returned for Pembrokeshire as a Whig that year, he voted for the septennial bill in 1716, but against the repeal of the Occasional Conformity and Schism Acts in 1719, when he was absent from the division on the peerage bill. Losing his seat in 1727, he did not stand again. He died 6 June 1753.
