Edward Phelips was descended from Sir Edward Phelips, speaker of the House of Commons and master of the rolls, who built Montacute at the end of the sixteenth century. After representing Ilchester under Anne as a Tory, he stood unsuccessfully for it in 1715, subsequently bringing an action against the bailiff for refusing him a copy of the poll.
